Illinois is in the middle of a billion-dollar fiber buildout. The state drew a $1.04 billion federal BEAD allocation, and in October 2025 it committed $990.6 million of that, 95.2 percent, the highest share of any state at the time, to connect roughly 160,000 unserved and underserved locations, about three-quarters of them on fiber. That federal money stacks on top of Illinois’s own Connect Illinois program, which has already awarded more than $387 million to connect nearly 47,000 locations, funded by the $420 million for broadband in the Rebuild Illinois capital plan.
Private carriers are building hard alongside the public dollars. AT&T has passed more than 1 million fiber locations in Illinois, part of roughly $4.8 billion invested in its Illinois network, and launched fiber in Rockford in 2025. Comcast has invested about $1.4 billion in the state, Metronet is building fiber in more than 40 Illinois communities, and downstate providers like Surf Internet, Frontier, and Mediacom are wiring the harder-to-reach corridors. All of that fiber needs people to splice, install, and maintain it. Illinois fiber technicians earn roughly $18 to $42 an hour, with Metronet, Surf Internet, i3 Broadband, AT&T, Comcast, Frontier, Spectrum, MasTec, and Ervin Cable all hiring. Nationally, the Fiber Broadband Association estimates the industry needs nearly 180,000 additional workers over the next decade to deploy funded networks.
